    Big Bear Center for Change offers an array of programs and services dedicated to supporting and improving lives in the community of Big Bear. Our programs serves as an outpatient alcohol and drug treatment facility for adults and adolescents to work with clients in identifying the underlying causes of addiction and alcoholism.

    Position Description

    JOB SUMMARY

     

    The Program Manager is responsible for the overall operation of the program, which includes ensuring the quality of services based in the outpatient settings.   

     

    RESPONSIBILITIES

    • Overall responsibility for program operation, staffing and success. Provides oversight of programmatic and administrative operation of the program, implements and monitors approved policies and procedures, ensures the highest quality of services and promotes program growth and development.
    • Monitors all aspects of program operations to ensure adherence to contract requirements. Reviews, oversees, and ensures accurate contract outcomes and data.
    • Is responsible for program operation, staffing, and success. Responsible for overall staff management, leadership, supervision, financial matters, administrative activities, record keeping, safety, and compliance with County contract requirements and the Mental Health Systems, Inc. Personnel Policies and Program manager responsibilities. Range of authority is consistent with that of MHS Program Managers.
    • Leads treatment teams/case consultation and staff meetings; ensures quality training in service delivery and responsible for medical record/documentation quality.
    • Recruits, assesses and recommends candidates to fill vacant positions.
    • Provides supervision and training to program staff.
    • Adheres to program budget and reviews monthly operating statements to ensure program financial integrity. Consults with Division Vice President regarding financial issues. Reviews monthly statistics and individual client funding sources in order to achieve maximum billing to Medi-Cal and Medi-Care.
    • Responsible for ongoing communication with and contractually required reports to funding source, San Diego Behavioral Health Services.
    • Monitors medical records and charting to ensure accuracy, completeness and timeliness.
    • Provides thorough and concise discussion of each client attending to treatment goals, measuring behavior and progress in overall treatment.
    • Displays commitment to and knowledge of program policy and procedure. 
    • Consults with Division Vice President on a regular basis in order to ensure program success, growth and development.
    • Complies with all MHS and program rules, policies and procedures including HIPPA standards. Follows all established personnel policies.
    • Ensures facilities upkeep and safety.  
    • Will report suspicion of drug abuse by coworkers to supervisor as soon as possible.
    • Familiar with and understands Mental Health Systems, Inc. Personnel Policy manual and Follows administrative chain of command.
    • MHS requires all employees to attain a minimum degree of training and knowledge in cultural competency, co-occurring and gender responsiveness and to routinely demonstrate these traits in every day work.
    • Participates in the Injury and Illness Prevention Program. 

    Education/Experience Requirements

    QUALIFICATIONS

    • Current Certified Addiction Counselor.
    • Minimum of three years’ full time experience providing treatment services to adults and youth with substance abuse disorders and their families.
    • Minimum of two years of supervisory experience.
    • Knowledgeable of case management services.
    • Knowledge of Community systems and resources and experience in documentation of records and data collection.
    • Knowledge of Treatment services to adults and youth.
    • Knowledge of Title 22 and Title 9
    • Ability to interpret procedure manuals effectively to staff, family members and community providers.
    • Maintain currency in the field of mental health and community development 
    • Strong verbal and written communication skills.
    • Strong organizational and time management skills.
    • Computer literate.
    • Ability to work with minimal direction and supervision.
    • Possesses necessary skills to provide effective counseling, therapy, clinical services, and supervision, and the ability to successfully work as a member of a treatment team.
    • Plan, prioritize, budget, control and evaluate at a level sufficient to ensure the efficiency, effectiveness and success of the program.
    • Supervise and manage staff in charting. 
    • Maintain professional distinction between therapeutic and social relationships.
    • Maintain positive morale and unit cohesion 
    • Set priorities and reacts appropriately to emergency situations.
