  • Program/Department Description

    Our MHS Contra Costa Wraparound Services Program will provide intensive, coordinated, and community-based services to 29 unduplicated eligible referred children, youth, their families, and caregivers annually. Those referred will follow a four-stage model of Engagement, Planning, Implementation, and Transition as they work toward permanence, safety and well-being resulting in the least restrictive placements for at-risk and vulnerable children and youth. Services will be provided by a team including Facilitators, Wrap Coaches, Family Support Specialists and graduate student interns.

    Position Description

    The Program Manager is responsible for the overall operation of the program including ensuring quality of services based on the Wraparound philosophy. Is responsible for overall staff management, leadership, supervision, financial matters, administrative activities, record keeping, safety, and compliance with County contract requirements and the Mental Health Systems, Inc. Personnel Policies and Program manager responsibilities. 



    • Oversees quality of direct services, ensuring adherence to best practices and highest professional standards.
    • Supervises accurate data collection, and record keeping, and prepares contractually required reports.
    • Provides regularly scheduled supervision to all direct reports and oversees weekly treatment team and staff meetings. 
    • Supervises and coaches staff and develops and implements ongoing staff training and development of the program.
    • Recruits, assesses and recommends candidates, implementing affirmative action, equal opportunity and cultural diversity at the recruitment level.
    • Overall responsibility for program operation, staffing and success.
    • Provides oversight of programmatic and administrative operation, implements and monitors approved policies and procedures, ensures the highest quality of services and promotes program growth and development.
    • Reviews, oversees, and ensures accurate contract outcomes and data Supervises and trains Regional and Program Supervisors;
    • ensures program adherence to contract expectations and Wraparound fidelity; ensures quality training in service delivery and responsible for medical record/documentation quality and compliance and 
    • Participation in Medi-Cal audits.
    • Recruits, assesses and recommends candidates to fill vacant positions. 
    • Provides supervision to Regional and Program Supervisors, Administrative Support team including Wrap Fidelity Specialist and QI Specialist, as well as to staff. 
    • Adheres to program budget and reviews monthly operating statements to ensure program financial integrity.
    • Maintains thorough and accurate financial records, including maintaining an accurately balanced petty cash fund and accounting for all expenditures.
    • Ensures Flexible Funds are used following funder approved guidelines, reviews all Flexible Funds use requests.
    • Reviews monthly statistics and client funding sources to achieve maximum billing to Medi-Cal and Medi-Care.
    • Ensures ongoing communication and relationship with funding source and service partners. 
    • Participates in County meetings as necessary; is responsive to funder requests.
    • Prepares contractually required reports.
    • Supervises monitoring of all medical records and charting to ensure accuracy, completeness and timeliness.
    • Reviews and approves Utilization Management requests for client services.
    • Chairs staff meetings. Acts as a team member to encourage staff participation.
    • Demonstrates involvement and commitment to clients and wraparound program philosophies.
    • Demonstrates interest and growth in Wraparound treatment by attending relevant workshops, seminars and classes; shares this information with program staff.
    • Acts as liaison to and closely coordinates and integrates Wraparound services with public and private groups and organizations as necessary.
    • Actively coordinates and consults with Clinical staff and other staff on a regular basis.
    • Maintains a current policy and procedure manual and serves as a resource person to all staff for clarification of policies and procedures.
    • Consults with Division Vice President on a regular basis in order to ensure program success, growth and development.
    • Complies with all MHS and program rules, policies and procedures including HIPPA standards.


    Education/Experience Requirements

    • Master of Arts or Master of Sciences degree and licensure as a LCSW, LMFT, LPCC, or Psychologist in the State of California.
    • Experience serving individuals living with mental health and/or co-occurring disorders.
    • Supervisory experience in a similar work setting.
