    Position Description

    POSITION PURPOSE: The Quality Assurance (QA) Monitor develops and maintains systems to ensure appropriate documentation is completed within the program. The QA Monitor also performs other duties, as assigned by the Program Manager to ensure overall program compliance and quality assurance within the program. The range of authority and decision making for this position is limited to and consistent with MHS policy for administrative line staff.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Working in coordination with Program Supervisor and Manager develops and maintains databases of relevant client information to address Outcome Analyses for all programs.
    • Performs word processing, spreadsheet operations and data base operations using an MS Windows compatible computer format and MS Office software.
    • Provide secretarial and clerical support to the Department.
    • Coordinates Quality Assurance review of medical records documentation with Program Supervisors and Manager.
    • Establishes appropriate knowledge of mandated service and reporting obligations related to all community, partner, and funding contracts.
    • Monitors staff compliance with contractual obligations and provides prompts when appropriate.
    • Serves as liaison for completion and submission of certain contract obligations, including, but not limited to System of Care Evaluations the County of Fresno, and others.
    • Independently generates and submits regular reports or summaries of compliance to Program Manager or other agencies designated by Program Manager.
    • Works in collaboration with Billing Clerks, Program Manager, Program Supervisor and others in the production of reports mandated by contract obligations, or otherwise requested by Program Manager.
    • Provides other analyses, reports, and duties as outlined by Program Manager.
    • Attends appropriate program, agency, or community meetings as necessary.

    Education/Experience Requirements

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Computer based data management and statistical analysis utilities.
    • Procedure manuals and an ability to interpret these effectively to staff, family members and community providers.
    • Strong writing skills, including computer-based word processing.
    • Resourcefulness, initiative and the ability to work with minimal direction and supervision.
    • Utilizes logical problem-solving techniques both independently and in collaboration with workers in dealing with client needs.
    • Create written documentation that is legible, clear, and concise.
    • Maintain positive morale and unit cohesion as evidenced by maintaining a cooperative and flexible attitude toward coworkers, showing adaptability to change, exhibiting effective communication and interpersonal skills, and taking initiative to solve problems. Set priorities and reacts appropriately to emergency situations.

    EDUCATION AND WORK EXPERIENCE:

    • Bachelor’s degree in social service/social science or related field and experience in research design and statistical analysis.  Master's preferred.
    • Experience in quality assurance procedures, contract monitoring, and data management and analysis.
